Can a community issue a no trespassing order on a non resident?
It depends on the nature of the community. If the community consists entirely of private property (as would be true for many apartment and condo complexes, townhomes, etc.), they very likely can. The owners or management of such a complex could tell someone theyre not welcome on the property, and that would very much have effect. Though things might get more complex if a tenant had actually invited the trespassed person over, as to whether they would still count as trespassing after receiving such an invitation from a legitimate resident. If the public areas of the community actually are public property (public streets/sidewalks maintained by the government, etc.), very likely not. Public means, well, exactly that. If its a substantial concern for you, it would probably be best to get advice from a lawyer whos familiar with exactly how the law works in your particular area.
